Substantiate material and sourcing claims

Link information about feedstock origin, certified inputs and environmental performance to supporting supplier records. Keep claims connected to the materials, calculation methods and certification scope behind them.

Preserve visibility across suppliers

Collect information across ingredient producers, formulators and manufacturing partners. Share relevant evidence while controlling access to confidential supplier and commercial information.

Regulation (EU) 2026/405 — Detergents and Surfactants Regulation

Regulation (EU) 2026/405 introduces Digital Product Passports for detergents and surfactants intended for end users in the EU from 23 September 2029.

For manufacturers, the challenge is not simply adding a data carrier. Product, ingredient, traceability and conformity information must be brought together in a reliable digital record that can be maintained over time.

What Circularise covers

Reliable product information starts with connected ingredient evidence

Circularise connects supplier declarations, ingredient data and technical evidence to the products they describe. Teams can reuse approved information for passport preparation, chemical compliance assessments, sourcing decisions and packaging requirements.

Product passports and conformity information

Build the product record behind the detergents DPP, connecting identity, ingredient disclosures and conformity information. Keep each record linked to the relevant formulation and supporting documentation as products and suppliers change.

Ingredients, biodegradability and chemical evidence

Collect substance specifications, safety data sheets and biodegradability test reports from suppliers. Connect evidence relevant to the Detergents Regulation, REACH and CLP to the ingredients and products it covers, helping teams identify gaps and follow up efficiently.

Feedstock origin and material claims

Trace fossil, bio-based and recycled feedstocks through the relevant supply chain. Maintain sourcing records, certification evidence and material accounting for customer claims, including mass-balance allocations where appropriate to the certification scheme and claim.

Packaging, recycled content and refill information

Connect bottles, closures, labels and refill packaging to material specifications and supplier evidence. Organise packaging weights, recycled-content records and recyclability assessments for PPWR preparation, while keeping product information consistent across packaged and refill formats.

Implementation workflow

Collect ingredient evidence. Connect each formulation. Share approved information.

Product information changes when ingredients, suppliers or formulations change. Establish a workflow that keeps those changes connected to the records used by procurement, product, sustainability and compliance teams.

  1. 1

    Collect required data

Request ingredient specifications, chemical declarations, test reports and sourcing evidence in a consistent format. Identify the suppliers and internal teams responsible for each record, review completeness and follow up on missing information.

  2. 2

Connect the material and product record

Link ingredient inputs and supplier evidence to the relevant formulations, production batches and finished products. Preserve chain-of-custody records and distinguish physical composition from attributes allocated through mass balance.

  3. 3Controlled sharing

    Share the right information

Provide approved information through digital passports and controlled partner access. Connect disclosures to product identifiers and maintain access rules that reflect mandatory disclosure requirements and commercial confidentiality.

Detergents and surfactants data model

Connect the formulation, its inputs and the evidence behind it

Build a consistent evidence base for what your products contain, where their ingredients come from and which claims can be substantiated.

Product identity and passport information

Make it clear which product the record covers and who is responsible for it.

  • Trade name, product identifiers and packaging or label image
  • Manufacturer, importer and relevant operator details
  • Product-model references and links to relevant batches
  • Conformity statement and passport administration details

Ingredients and technical evidence

Connect ingredient information to the applicable formulation.

  • Substance identities and supplier specifications
  • Relevant microorganism identification
  • Safety data sheets, chemical declarations and ingredient records
  • Biodegradability results and other applicable assessment evidence

Origin, chain of custody and claims

Keep sourcing and environmental claims connected to their supporting records.

  • Feedstock origin, suppliers and production locations
  • Links between material inputs, production batches and outputs
  • Certification scope, quantities and allocation methods
  • Environmental calculations and evidence supporting approved claims

Packaging and product-use information

Maintain information for packaging decisions and customer communication.

  • Packaging materials, components and weights
  • Recycled-content and recyclability evidence
  • Approved dosage, handling and use information
  • Links between packaged products, refill formats and their digital records

Detergents and surfactants passport readiness

Build a repeatable approach across your product portfolio

Start with a defined product range and its ingredient suppliers. Establish how information is collected, reviewed and maintained, then extend the approach across formulations, brands and markets.

Map your passport readiness with Circularise
  1. 01

    Confirm product and operator scope

Identify the detergents and surfactants involved, their intended users and your role in the supply chain. Map product, chemical and packaging requirements to the relevant teams and records.

  2. 02

    Prioritise ingredient and supplier evidence

Begin with composition records, safety data sheets, biodegradability evidence and sourcing documentation. Establish who holds each record, which formulations it covers and where information is missing.

  3. 03

    Define disclosure and responsibility

Assign responsibility for reviewing, approving and updating information. Map required disclosures alongside controlled access to supporting supplier, formulation and commercial records.

  4. 04

    Connect systems and manage changes

Plan connections with formulation, ERP, procurement and compliance systems. Define how ingredient substitutions, supplier changes and updated assessments trigger a review of affected product records.

Detergents & Surfactants FAQ

Which detergents and surfactants need a Digital Product Passport?

The requirement covers household, industrial and institutional detergents, alongside surfactants supplied directly to end users. Upstream surfactant suppliers also play a role by providing the ingredient and technical evidence manufacturers need. Circularise connects these supplier records to finished products, helping companies prepare passports and respond to downstream information requests.

How does passport preparation connect with existing chemical requirements?

Companies already collect information for REACH, CLP and detergent-specific requirements. Passport preparation creates an opportunity to connect these records around the same product and formulation. Circularise helps teams reuse relevant substance information, safety data sheets and supplier evidence, while keeping each disclosure aligned with its purpose.

How can Circularise help companies prepare for evolving biodegradability requirements?

The Regulation provides for extending biodegradability requirements beyond surfactants to detergent films and certain other organic ingredients. Circularise helps connect ingredient identities, supplier specifications and test results to affected formulations. This gives teams a clearer basis for identifying evidence gaps, requesting updated assessments and planning supplier or formulation changes.

How can companies keep product information reliable when formulations change?

An ingredient substitution can affect several products and the evidence behind them. Circularise helps maintain connections between supplier inputs, formulation versions and supporting records, so teams can identify affected products and review their disclosures. This makes passport preparation part of ongoing product information management.
