Iron & Steel FAQ

Which products will need an ESPR passport, and when?

Iron and steel are an ESPR priority, but the final delegated act will determine covered products, required information and application dates. The Commission currently indicates adoption in Q4 2026. In the meantime, companies can begin tracing material flows and linking supplier, production and sustainability evidence to their products.

Who is responsible for the information?

Responsibilities depend on the legislation and the operator’s role. Under ESPR, manufacturers have core product-compliance duties, while importers and distributors have their own checks and obligations. Upstream suppliers may need to provide evidence even when they do not issue the finished product’s passport. Connecting the supply chain is therefore essential: each company needs access to reliable information from the actors that generate it, while retaining responsibility for its own obligations.

How does CBAM apply to iron and steel?

CBAM covers specified iron and steel goods according to customs classification and applicable exemptions. Relevant businesses need emissions information calculated under CBAM rules. Circularise connects supplier and production evidence to imported goods; a product carbon footprint, environmental declaration or DPP does not automatically satisfy CBAM.

How are automotive and ELV requirements connected?

Iron castings and steel components enter vehicles through multiple suppliers. Their composition and material evidence can help vehicle manufacturers address circularity, recyclability and end-of-life information requirements. ELV obligations must be assessed at the vehicle and relevant component level; they do not make every iron or steel supplier a vehicle-passport issuer.

What about construction, packaging and batteries?

Applicability follows the product placed on the market. A cast iron pipe or steel construction product may fall under construction product rules; steel packaging has packaging requirements. Supplying metal for a battery casing does not itself create a battery-passport obligation for the metal supplier.
