Regulation (EU) 2024/1781 — Ecodesign for Sustainable Products Regulation

Textiles are prioritised for ecodesign requirements and Digital Product Passports under the ESPR, with adoption of product-specific rules planned for 2027. Connected product and supplier evidence can also support ESPR obligations for unsold goods, green claims under the Empowering Consumers Directive and packaging information under the PPWR.

2027 is the planned adoption year. Application dates will be set in the final product-specific rules.

What is a textile Digital Product Passport?

A textile DPP connects a product to the information required under its applicable ESPR rules, such as composition and circularity data. It combines a data carrier with product identifiers, maintained records and controlled, interoperable access.

How does traceability help with environmental claims?

Traceability links claims to the materials, calculations and evidence behind them, helping teams reduce greenwashing risk. Claims must still meet applicable consumer-protection rules: publishing evidence in a DPP does not make misleading or prohibited wording acceptable.

When does the ban on destroying unsold textiles apply?

For covered unsold apparel, clothing accessories and footwear, the ban applies to large enterprises from 19 July 2026 and medium-sized enterprises from 19 July 2030. Micro and small enterprises are generally exempt. Permitted derogations require evidence; recycling can also count as destruction.

Is textile EPR the same as a Digital Product Passport?

No. Textile EPR concerns producers’ responsibilities for financing the collection and management of used and waste textiles; a DPP concerns product information. Connected composition, weight and market records can serve both purposes, with EPR obligations determined by the applicable national scheme.

Can traceability establish that a textile is safe, recyclable or compliant?

Traceability gives teams an evidence base for assessing those questions and identifying gaps.
